Regional Workshop on Mission Karmayogi — Strengthening Training Institutions towards a Future-Ready and Connected Ecosystem.

Achieving Viksit Bharat 2047 demands an agile, citizen-centric public administration capable of navigating complex governance challenges. A future-ready civil service is the engine of this transformation, underpinned by a responsive capacity-building ecosystem. Training Institutions (TIs) must evolve from traditional program providers into strategic hubs that prepare the workforce for shifting priorities and citizen expectations.

Model (KCM), Capacity Building Plans (CBPs), Karmayogi Quality Framework (KQF), iGOT-Karmayogi and HRMS. Advancing this foundation, the Capacity Building Commission (CBC) launched UNNATI (Unified New-Age National Training Initiative)—a centralized digital platform designed to connect TIs, enhance resource visibility, drive collaboration, and benchmark institutional performance.

To keep pace with evolving governance needs and the mainstreaming of frontier technologies, including AI, TIs must transition into future-ready Capacity Building Institutions. This imperative was validated through a structured consultative process initiated by the CBC in September 2025. The sequence of engagements began with a National Orientation Workshop (February 2026), followed by State and UT consultative workshops (March–April 2026) that engaged diverse departments, ATIs, and TIs to identify regional priorities. This was further reinforced by two major national convenings: SĀDHANA Saptah (April 2026), which focused on Technology, Tradition, and Tangible Outcomes, and the National Departmental Summit (May 2026), themed “Institutionalizing Capacity Building: From Training to Performance-linked Governance.” To operationalize these synthesized priorities, the CBC is now executing Regional Workshops to translate emerging mandates into specific action.

Consultations across TIs and States/UTs surfaced consistent institutional bottlenecks and practical opportunities for structural reform:

  • Fragmented institutional ecosystem: Siloed operations lead to resource duplication and limited visibility of faculty and infrastructure. Stronger TIs and Centers of Excellence must anchor the network by mentoring and sharing assets with lower-capacity institutions.
  • Governance and institutional sustainability: Multi-layered approvals, dated structures, and resource constraints throttle agility. Institutions, across levels, require new avenues for resource mobilization and optimized asset utilization.
  • Responsive training planning and delivery: TIs struggle to adapt training calendars to evolving departmental mandates. A shift toward blended, demand-driven delivery aligned tightly with CBPs is essential.
  • Uneven digital readiness: Foundational digital infrastructure varies drastically across TIs, hindering ecosystem-wide technological transitions.

Together, these recommendations point to the need for a common but adaptable approach to strengthening how TIs are governed, plan and operate within the wider ecosystem, while progressively adopt digital technologies.

The recommendations emerging from the consultations converge around three interconnected pillars of institutional transformation. Together, these form the TI Transformation Framework—providing a common strategic direction for strengthening TIs while granting States/UTs and institutions the flexibility to adapt implementation to their specific contexts.

  1. Structural & Governance: Empowering institutional leadership and strategic planning with calibrated autonomy and performance-driven accountability.
  2. Operational Excellence & Ecosystem Collaboration: Aligning training delivery with State priorities while institutionalizing the systematic sharing of faculty, knowledge, and infrastructure.
  3. Digital & AI Adoption: Upgrading foundational digital infrastructure while securely integrating AI-supported tools under continuous human oversight, and institutional functioning through approved tools, appropriate safeguards and continued human oversight.

While the Framework sets the strategic direction, UNNATI provides the digital backbone for progressively operationalising it. By connecting over 700 Training Institutions across the country, UNNATI enables greater institutional visibility, collaboration, continuous improvement and systematic sharing of faculty, knowledge and other resources.

TIs undertake a diverse and interconnected set of functions across the capacity-building lifecycle. UNNATI can support institutions in strengthening and connecting these core activities:

  • Needs Assessment and Design: Aligning training calendars and content with Capacity Building Plans (CBPs) generated by Ministries, Departments and Organisations (MDOs) to strengthen role-specific relevance.
  • Intervention Delivery: Facilitating targeted, high-impact learning programmes.
  • Faculty Development: Supporting continuous engagement and capability enhancement of faculty and trainers.
  • Resource Curation: Centralising knowledge resources, including practical case studies, for cross-institutional access and sharing.
  • Outcome Assessment: Deploying data to evaluate instructional effectiveness and learning retention.
  • Institutional Improvement: Enabling data-informed improvements to strengthen overall institutional performance.

Beyond institutional strengthening, UNNATI also strengthens the linkage between institutional capacity and individual learning by enabling greater visibility of an official’s training interventions, acquired competencies within the wider Mission Karmayogi ecosystem. Together it creates a cohesive capacity-building system, wherein:

  • The Demand: CBPs identify competency gaps and generate role-based capacity-building requirements.
  • The Connection: UNNATI connects this demand with institutional capabilities, faculty and resources etc.
  • The Response: The TI Transformation Framework enables institutions to strengthen their governance, operations and digital capabilities to respond effectively to this demand.

The Regional Consultative Workshops represent the next step in translating the proposed TI Transformation Framework into State-specific action. It will provide a structured forum for States/UTs and TIs to contextualise and validate the three pillars against their institutional realities.

Rather than prescribing a uniform pathway, the workshops will enable States/UTs to assess their TI ecosystems and institutional capabilities, identify priority areas for strengthening, clarify requirements for UNNATI adoption and develop an initial State Action Plan.

To facilitate substantive deliberations during the workshop, participating States/UTs will undertake preparatory work using the pre-workshop template provided by the CBC. This exercise shall be anchored by the respective Administrative Training Institute in coordination with the relevant State/UT Administrative Department, and will be supported by the designated CBC Program Coordinator/Sarthi for the State/UT. This will support the collation of relevant information and provide an initial basis for workshop discussions, including:

  • A review of TI onboarding on UNNATI.
  • Discussion on iGOT Karmayogi, Karmayogi Quality Framework (KQF) and Karmayogi Kartavya Karyakram (KKK) with respect to the States/UTs concerned.
  • An initial reflection on interventions that would be required by the State/UT across the proposed areas of TI Structural & Governance, Operational Excellence & Ecosystem Collaboration, and Digital & AI Adoption.

These inputs will form the basis for the Inter State/UT-wise group activity during day 1 of the workshop. States/UT will have the opportunity to refine their draft State/UT Specific Action Plan on day 2 basis the deliberations during the workshop.

The Regional Workshops will enable continued engagement amongst CBC, States/UTs and TIs, with workshop insights and State Action Plans informing progressive refinement of the Transformation Framework, UNNATI and institutional strengthening.
