Completion Isn't Quality -
For A Digital Course Or
A Classroom One

Completion rates tell us a learner reached the end of a course. Satisfaction ratings tell us they didn't actively dislike it. Neither tells us whether, back at their desk or their district office, the learning changed how they govern. The Karmayogi Quality Framework (KQF) extends the Content Quality Framework (CQF) into a full lifecycle standard, and UNNATI applies it exactly as written to every course it lists — a course run entirely on iGOT and a five-day, in-person programme at a Training Institution are held to the same seven commitments and the same six-stage lifecycle.

ON UNNATI SPECIFICALLY : The Training Institution listing a course is the framework's "Content Provider" - accountable for that course's quality signal across its full operational life, not just at the point of listing. A course delivered entirely in a physical classroom still needs a Design-from-Work Declaration, still gets monitored for engagement and application, and can still be flagged Amber or Red.

Not a checklist completed before publishing — ongoing commitments that govern every stage of a course's life, from the first line of its design to the evidence it generates months after a learner completes it.

Clarity of Purpose & Competency Alignment

Every outcome mapped to the KCM and Domain competencies at the right proficiency level. A Competency Coverage Matrix accompanies every course.

Learning Design & Pedagogical Rigour

Active learning is vital, with micro-modular design and scenarios on Indian governance. The alignment principle is key.

Ethical & Values Alignment

Constitutional values in course design, the citizen at the last mile, and an ethical dilemma at every level.

Content Accuracy, Currency & Authority

Mandatory Subject Matter Expert review and a Legal and Policy Verification Checklist, on a 12-month review cycle or within 30 days of a policy change.

Technology Standards & Platform Quality

5-second load times, standard interoperability (xAPI/HLS/WebVTT/LTI 1.3), 720p video, offline access, and encrypted data.

Learner Experience & Demand Responsiveness

UX review before publication, feedback to course owners in 30 days, and a 60% completion threshold triggers review.

Assessment Design & Learning Validation

70% pass threshold, remediation pathways instead of retakes, and formative assessment required for courses over 60 minutes.

Calibrated To The Learner

Courses are based on the Karmayogi Competency Model, but competency alone isn't enough. UNNATI evaluates each course on three additional dimensions before building it.

What it produces

Gate

Design-from-Work Declaration approved before proceeding.

RAG classification

KQF assessment produces a RAG classification for each course. Each status carries specific meaning and required institutional action - not arbitrary traffic lights.

Green

Course performing as intended. Engagement, assessment, and application signals are within expected thresholds.

Amber

One or more signals have crossed a warning threshold. Design, content, or delivery issues are present but not yet critical.

Red

Multiple signals indicate significant quality failure — learners not completing, assessments not working, no evidence of application.
