One Competency Language,
Two Halves Of A Capacity Building Plan

iGOT Karmayogi and UNNATI are not two separate systems asking two different things of an officer. Every official's Capacity Building Plan (CBP) has a digital half, delivered through iGOT, and an institutional half, delivered through a Training Institution. Both halves are mapped to the same Karmayogi Competency Model (KCM) — so a competency gap identified anywhere in the ecosystem can be closed by either an iGOT course or an in-person UNNATI-listed programme, without the officer or the institution having to reconcile two different frameworks.

IN PRACTICE : when UNNATI generates training inputs for a Training Institution from CBP data, it is reading the same KCM competency IDs that iGOT itself uses to recommend digital courses. The KCM is what lets UNNATI say "this cadre needs Policy Architecture at the Tactical level" in a way that means the same thing whether the response is an iGOT module or a three-day institutional workshop.

What Every Course, Faculty Profile, And CBP Maps Against

KCM organizes all public official needs into three families. UNNATI tags each course under Behavioural, Functional, and Domain, as per the sector taxonomy it maintains.

13 Behavioural

The traits every official should display to work effectively — 8 Core competencies everyone builds, and 5 Leadership competencies for those managing teams and strategy. 41 sub-themes in total.

21 Functional

The knowledge and skills common across most Ministries, Departments, and Organisations — from Policy Architecture to Public Procurement to Grievance Redressal. 68 sub-themes in total.

10 Domain

Sector-specific expertise, defined outside the KCM deck itself. UNNATI maintains this as a 10-sector taxonomy aligned to the Sectoral Groups of Secretaries (SGoS).

Behavioural competencies

Key behavioural traits Government of India officials should display to perform effectively across a range of jobs. The coloured dots against each competency show which Guṇa(s) it builds — this mapping is fixed in the KCM, not something an individual course chooses.

Domain competencies

The KCM deck explicitly places domain knowledge out of scope, to be defined by each Ministry, Department, or Organisation. UNNATI operationalises this as a 10-sector taxonomy, aligned to the same Sectoral Groups of Secretaries (SGoS).

validated mapping

Every course a Training Institution lists on UNNATI goes through the same three-step mapping, whether it is being newly listed or drawn into another institution's Capacity Building Plan demand signals.

AI suggests

On syllabus upload, an AI pipeline suggests which Guṇa, Behavioural, Functional, and Domain competencies the course covers, each with a confidence score.

A human validates

Nothing is auto-mapped. A reviewer accepts, edits, or adds competencies the AI missed — Domain suggestions specifically by an iGOT reviewer — before anything becomes the course's official mapping.

It powers demand

Once validated, the mapping feeds CBP-based Training Needs Analysis, letting UNNATI surface role-based training requirements and recommend the right officials for each course.
